David Mawer MSM, MBA, Dip.M, Dip. Bus. MAICD
David has held senior management roles internationally with electricity and gas utilities, both in the public and private sectors. Previously the Managing Director of Westernport Water, he is a former State Manager for BHP Billiton.
He is a metallurgist and has a special interest in utility markets and industry deregulation. He was a director of the gas market regulator of NSW for four years, and is a current committee member of the Victorian Branch of the Australian Water Association.
General Manager Asset Management Planning & Delivery
Svetla Petkova
Svetla is responsible for the organisation's long-term asset planning and management, and the delivery of the capital works program. She has over 10 years experience as a small business owner and CEO of two private companies.
Graduated as a biomechanical engineer, her Masters and PhD are in the area of fluid mechanics enabling her over a decade of work experience in research and academia. Striving for continuous growth and improvement, Svetla completed a Masters in Law in 2000 with specific interests in property and commercial law.
Her strengths and passion are in the areas of long term planning, people and process development, asset management and optimisation. Prior to joining Gippsland Water in 2010, Svetla was the Strategic Asset Manager at Grampians Wimmera Mallee Water for over three years, where she was responsible for the asset management and capital works planning activities of the corporation.

General Manager Operations
Peter Skeels BBus. (Acct. and Economics), FCPA
Peter is responsible for management and leadership of the organisation’s operational areas of water and wastewater treatment, bulk water storage and supply, bulk waste transport, potable water distribution, sewer reticulation, agribusiness, information technology, soil and organics recycling. He is also responsible for Gippsland Water’s internal service functions of safety, health, security, and emergency management.
Peter has over 30 years’ experience in the utilities sector and has held a range of senior leadership roles in varied infrastructure, and service based businesses within this market segment.

General Manager Corporate Services
Tony Staley BBus (Acct.), FCPA
Tony is responsible for the organisation’s strategic and business planning, economic regulation, commercial services, financial management, accounting, environmental governance and the organisation’s customer services
He has 28 years’ experience working primarily in the utilities sector across a range of industries in the Gippsland region. These roles were in the fields of financial and management accounting, strategic/business planning and economic regulation.
Tony’s core strengths are in accounting, economic regulation, business modelling and financial forecasting. Tony will continue to manage financial resources to achieve objectives in Gippsland Water’s Corporate Plan and Water Plan in the new financial year. He will also liaise with government departments and stakeholders to secure water supplies for the region.
