Planning permit process
After submitting a planning application, council will submit the request to relevant ‘referral authorities’, which often includes Gippsland Water.
We will assess the application and advise council of any conditions we believe need to be placed on the planning permit. Once all of the referral authorities have responded to the application, council will collate the conditions and issue a planning permit.
Conditions on development
Below are examples of conditions we may apply to planning permit applications for sub-divisional developments:
- Payment of new customer contributions
- Contribution costs are payable where land is subdivided, or an existing property is redeveloped
- Payment of water and/or sewer connection fees for new connections
- Extension of water and/or sewerage services
- Formal agreements reached between the owner(s) and Gippsland Water for the construction of works to provide water and sewerage to the individual lots
- Install separate (metered) water services and sewerage disposal connections
- Ensure existing water services are contained within the individual lots
- Have easements created over existing and/or new services within the development
- Provide a Body Corporate Schedule
- Lodgement of the Plan of Subdivision for certification
NOTE: Once all conditions have been met by the developer, we then consent to council to issue a statement of compliance.
New customer contributions
New customer contributions recover part of the cost of constructing assets such as storages, pumping stations, treatment plants, water mains and outfall sewers.
These contributions apply to each additional lot created by subdivision, including body corporate, multi-unit and dual occupancy developments. A credit applies for an existing lot that is connected to water and or wastewater services and forms part of the subdivision.
When a developer requests connection to our mains, we work with them to provide services to the development. The assets each party needs to provide is outlined in the Essential Services Commission’s Water Industry New Customer Contributions Guidelines.
We provide:
- major treatment plants, headworks and outfall.
- shared distribution assets that have sufficient capacity to meet the long-term future demand.
Developers provide:
- the reticulation assets required to service their development and connect to our network.
- any works required to connect their development to our network temporarily whilst the long-term works are being completed.
